The discussion on the immigration model in Brazil, which directly impacts the lives of thousands of immigrants in the country, is at a turning point. With the passage through Congress of a bill (Senate Bill 288/2013) to replace the notorious Foreigner Act, created during the military dictatorship (1964-1985), the idea of immigration as a threat to national security could finally give way to a more humane and equitable approach.

The public debate on the bill – which, among other things, facilitates and simplifies the regularization process – will get a boost in August with a seminar in São Paulo that will be attended by Felipe González, a member of the Inter-American Commission on Human Rights of the OAS (Organization of American States) and rapporteur on the rights of migrants.

The seminar “Migrations and Brazil: advances and challenges for a new law”, organized by Conectas, will be held on August 10, at 7 pm, in the auditorium of the Martins Fontes Bookstore (Av. Paulista, 509).

Divided into three panels, the seminar will begin with a perspective of International Human Rights Law, given by González.

Next, the National Justice Secretary, Beto Vasconcelos, will present an overview of where Brazil stands on the immigration agenda and the challenges for the adoption of legislation that respects human rights.

Finally, in the third panel, Fabiana Severo, of the Federal Public Defender’s Office, will address the current barriers to guaranteeing immigrant rights.

The panels will be moderated by Juana Kweitel, program director at Conectas.

Registration is free but places are limited to the capacity of the auditorium.
