The Proposal for a General Environmental Licensing Law jeopardizes the integrity of environmental licensing as a tool to ensure a safe evaluation and prevent environmental impacts and damages on developments, articulating technical criteria, impact studies, social participation, and the observance of fundamental rights.
An article signed by Gabriel Sampaio, director of Advocacy and Litigation at Conectas, and Mauricio Guetta, director of Law and Public Policy at Avaaz, shows how the draft bill may be considered the most radically opposed to the environmental agenda. “The discussion based on the current Devastation draft bill will lead us to a wrongful decision with major damage. This is why we must stop the ongoing recklessness and put forth a new and broader debate with society in order to improve environmental licensing in Brazil”, the authors claim.
