While opposition leaders decide whether or not to participate in a <br \/>run-off election, reports  various human rights organizations <br \/>indicate an increase in the abuse of power and violence against anyone <br \/>daring to oppose the government of Robert Mugabe.<\/font><\/p>\n<p><font size=\"2\"><br \/>Information <br \/>published by the international press confirms the allegations made by <br \/>local NGOs that nearly 100 members of the opposition party Movement for <br \/>Democratic Change (MDC) were detained by police at the party <br \/>headquarters. Furthermore, more than 200 members of the  <strong><a href=\"http:\/\/www.zesn.org.zw\/\" target=\"_blank\">Zimbabwe Election Support Network<\/a><\/strong><br \/> (ZESN), an independent group of election observers, were arrested <br \/>earlier this month in Harare, including those who were there taking <br \/>refuge  a wave of violent attacks committed by the police (see more <br \/>at http:\/\/www.zesn.org.zw). &#8220;The situation in Zimbabwe makes monitoring <br \/>by the international community all the more necessary&#8221;, said Otto Saki, <br \/> the organization Zimbabwe Lawyers for Human Rights.<\/font><\/p>\n<p><font size=\"2\"><br \/>During <br \/>the elections, Brazil sent an official observation mission, comprised of<br \/> Congressman Ant\u00f4nio Carlos Pannunzio and Brazilian Ambassador to <br \/>Zimbabwe Raul de Taunay. In the official report of this mission, Brazil <br \/>confirmed that &#8220;the election took place in an atmosphere of serenity, <br \/>without disturbance, impediment to circulation, intimidation or any <br \/>episode that might jeopardize the normality of the voting&#8221; (press <br \/>release No. 159 &#8211; 03\/04\/2008). <\/font><\/p>\n<p><font size=\"2\"><br \/>Conectas has urgently requested <br \/>that the Brazilian government publicly condemn these acts of violence. <br \/>On April 25, it sent a letter to the Ministry of Foreign Relations <br \/>asking for Brazil to review its position. &#8220;The responsibility of Brazil <br \/>as an election observer requires it to cease being remiss about the <br \/>serious acts of violence being perpetrated by the Zimbabwean government <br \/>against its own citizens&#8221;, said Lucia Nader, International Relations <br \/>Coordinator at Conectas (<a href=\"..\/..\/..\/arquivospublicados\/CartaMREZim.pdf\" target=\"_blank\">see the letter here<\/a>).<\/font><\/p>\n<p><font size=\"2\"><br \/><strong>Background<\/strong><\/font><\/p>\n<p><font size=\"2\">In<br \/> June 2007, two Zimbabwean activists visited Brazil at the invitation of<br \/> Conectas Human Rights to raise the awareness of Brazilian and Latin <br \/>American institutions to the ongoing human rights violations committed <br \/>by the Mugabe government. They met with members of Congress  <br \/>Brazil&#8217;s ruling Workers Party (PT) and the Social Democratic Party <br \/>(PSDB), with the Special Secretariat for Human Rights, union leaders and<br \/> academics, and a group of Latin American human rights organizations. <br \/>This meeting with NGOs was also the first step in the formation of a <br \/>Latin American coalition mobilized to promote human rights in Zimbabwe ; the Friends of Zimbabwe.<\/font><\/p>\n<p><font size=\"2\"><br \/>In their meeting with members of <br \/>Congress, the activists requested the deployment of an electoral <br \/>observation mission for the March 2008 presidential elections. After <br \/>this meeting, Conectas kept in contact with the PSDB and PT parties, <br \/>insisting on the importance of the Brazilian electoral mission. Half way<br \/> through March, Brazil was officially invited by the Mugabe government <br \/>to send observers to the country. Congressman Ant\u00f4nio Carlos Pannunzio <br \/>(PSDB, S\u00e3o Paulo), who had met with the activists, went to Harare, the <br \/>capital of Zimbabwe, accompanied by Brazil&#8217;s Ambassador to the country <br \/>Raul de Taunay, to join this mission. <\/font><\/p>\n<p><font size=\"2\"><br \/>However, the debate on <br \/>Zimbabwe was not restricted to the Brazilian Legislative Branch. <br \/>Conectas, together with the other organizations comprising the Friends <br \/>of Zimbabwe, took steps to publicize the information it received <br \/>directly  civil society organizations in the African country, <br \/>collaborating with the Brazilian press and helping report on the <br \/>election.
