Despite being the world\u2019s fourth largest exporter of small arms, selling nearly US$3 billion between 2001 and 2012, Brazil has one of the most secretive weapons exporting processes on the planet, coming in <a href=\"http:\/\/www.smallarmssurvey.org\/fileadmin\/docs\/Weapons_and_Markets\/Tools\/Transparency_barometer\/SAS-Transparency-Barometer-2014.pdf\"><u>43rd place in a ranking of 55 countries<\/u><\/a>.<\/p>\n<p>As a result of this, a group of organizations formed by <a href=\"https:\/\/www.amnesty.org\/en\/\"><u>Amnesty International<\/u><\/a>, <a href=\"https:\/\/conectas.org\/en\"><u>Conectas<\/u><\/a>, <a href=\"http:\/\/www.dhesarme.org\/\"><u>Dhesarme<\/u><\/a>, <a href=\"https:\/\/igarape.org.br\/en\/\"><u>Igarap\u00e9<\/u><\/a> and <a href=\"http:\/\/www.soudapaz.org\/\"><u>Sou da Paz<\/u><\/a> launched this Tuesday, May 3, the <strong>Coalition for the Responsible Export of Arms<\/strong> together with a <a href=\"https:\/\/anistia.org.br\/entre-em-acao\/peticao\/tratadodearmas\/\"><u>petition<\/u> <\/a>to pressure Congress to ratify the <a href=\"https:\/\/www.un.org\/disarmament\/convarms\/att\/\"><u>ATT<\/u><\/a> (Arms Trade Treaty) \u2013 the first global agreement to regulate international trade in conventional weapons, a category that includes everything from pistols to tanks.<\/p>\n<p><img decoding=\"async\" src=\"\/arquivos\/editor\/images\/conectas_arte_peticao_720x480_ingles%20(1).png\" alt=\"\" \/><\/p>\n<p><strong>Sign and share the petition:\u00a0<\/strong><a href=\"https:\/\/anistia.org.br\/entre-em-acao\/peticao\/tratadodearmas\/\" target=\"_blank\" rel=\"noopener noreferrer\">www.paraondevaoasarmas.org.br<\/a><\/p>\n<p>The treaty will serve to prevent Brazilian arms and munitions from being used by genocidal governments or supplying terrorism in other countries, and it will also reduce the availability of illegal weapons that fuel urban violence in our country \u2013 since many of them are smuggled back to our borders.<\/p>\n<p>The text will be analyzed by the Public Security Commission and the Constitution and Justice Commission of the Lower House of Congress before being voted in a full session of the house. Once approved by members of Congress, it will proceed to the Senate before returning to the Executive.<\/p>\n<p><strong>Pnemem<\/strong><\/p>\n<p>Brazil\u2019s lack of transparency in its international arms sales is primarily the result of a secretive policy known as Pnemem (National Export Policy for Military Equipment). Created during the military dictatorship, Pnemem has been applied and updated away from the public eye since 1974.<\/p>\n<p>Brazilian weapons have been found in Ivory Coast, in Africa, in spite of the arms embargo that restricted the sale of these materials to the country.\u00a0There are also <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2015\/10\/yemen-brazilian-cluster-munitions-suspected-in-saudi-arabia-led-coalition-attack\/\"><u>signs of Brazilian arms being used in Yemen<\/u><\/a>, in the Middle East, where at least 3,000 civilians have been killed since March 2015, according to data from the UN.<\/p>\n<p>The Brazilian government has already indicated that it supports the change of policy for the international trade of arms. Indeed, Brazil <a href=\"https:\/\/conectas.org\/pt\/acoes\/politica-externa\/noticia\/brasil-e-um-dos-primeiros-a-assinar-o-tratado-sobre-comercio-de-armas-na-onu\"><u>was one of the first countries to sign<\/u><\/a> the treaty, in June 2013. However, <a href=\"https:\/\/conectas.org\/en\/actions\/foreign-policy\/news\/40284-arms-treaty\"><u>successive delays<\/u><\/a> in the ratification process have prevented the country from participating in the international forums to discuss the guidelines for this global trade.<\/p>\n<p>Help prevent Brazilian weapons from being exported to countries and armed groups that commit serious human rights violations.
