and transparency","content":"<div class=\"tts_content_wrapper_1\" ><p>The information that GRULAC \u2013 the Group of Latin American and Caribbean States in the United Nations \u2013 will nominate the same number of candidates as the number of seats reserved for the region in the elections for the UN Human Rights Council has led organizations to speak out against this practice, known as \u2018clean slate\u2019.<\/p>\n<p>In a <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/Carta%20GRULAC%20Elecciones%20CDH2016-2018.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>letter<\/u><\/a> sent to <a href=\"http:\/\/www.secretariagrulacuip.org\/web\/\" target=\"_blank\" rel=\"noopener noreferrer\"><u>GRULAC<\/u><\/a> representatives, Conectas, <a href=\"http:\/\/www.cels.org.ar\/home\/index.php\" target=\"_blank\" rel=\"noopener noreferrer\"><u>CELS<\/u><\/a> (Center for Legal and Social Studies) of Argentina and <a href=\"http:\/\/www.humanas.cl\/\" target=\"_blank\" rel=\"noopener noreferrer\"><u>Corporaci\u00f3n Humanas<\/u><\/a> of Chile called for more competitiveness and transparency in the process to elect members of the HRC by GRULAC.<\/p>\n<p>\u201cWe have noted with concern that since the last elections several regional groups have put into practice the so-called \u2018clean slate\u2019, i.e. submitting an equal number of candidates as the positions available, which does not foster a real debate for the election of States that have the best proposals on the subject of human rights,\u201d reads the letter.<\/p>\n<p>According to the rules, 8 of the 47 seats on the HRC are reserved for countries in Latin America and the Caribbean.\u00a0In 2015, the terms of Brazil, Argentine and Venezuela will expire and only the latter is running for reelection.<\/p>\n<p>The withdrawal of the other two countries will pave the way for the entry of Ecuador and Panama.<\/p>\n<p><strong>Click <a
