{"id":5043,"date":"2015-07-29T00:00:00","date_gmt":"2015-07-29T00:00:00","guid":{"rendered":"http:\/\/new.conectas.org.inf.br\/wp\/noticias\/29th-session-of-the-un-human-rights-council-comes-to-an-end\/"},"modified":"2021-04-27T13:01:22","modified_gmt":"2021-04-27T13:01:22","slug":"29th-session-of-the-un-human-rights-council-comes-to-an-end","status":"publish","type":"noticia","link":"https:\/\/conectas.org\/en\/noticias\/29th-session-of-the-un-human-rights-council-comes-to-an-end\/","title":"29th Session of the UN Human Rights Council comes to an end","content":"<div class=\"tts_content_wrapper_1\" ><p><img decoding=\"async\" style=\"width: 350px; height: 216px; float: left;\" title=\"U.S. Mission Photo\/Eric Bridiers\" src=\"\/arquivos\/editor\/images\/U_S_%20Mission%20Photo_Eric%20Bridiers.jpg\" alt=\"\" longdesc=\"Crucial issues for global civil society were addressed at the 29th session \" \/>The <a href=\"http:\/\/www.ohchr.org\/EN\/HRBodies\/HRC\/RegularSessions\/Session29\/Pages\/29RegularSession.aspx\" target=\"_blank\" rel=\"noopener noreferrer\"><u>29th session of the UN Human Rights Council<\/u><\/a>, held in Geneva from June 1 to July 3, was the stage of important complaints against Brazil and debates on crucial topics for global civil society \u2013 such as the cases of Guantanamo prison and the war in Syria.<\/p>\n<p>Among the highlights of the meeting were the <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/HRC29_migrantes_espanhol.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>complaint<\/u><\/a> made by Conectas and partners against the existence of the area known as the \u201cconnector\u201d in the international airport of Guarulhos, where people who are not permitted to enter Brazil or continue their journey to other countries are held indefinitely. In the same oral statement, Conectas, <a href=\"http:\/\/www.cels.org.ar\/home\/index.php\" target=\"_blank\" rel=\"noopener noreferrer\"><u>CELS<\/u><\/a> (Center for Legal and Social Studies, of Argentina) and the Catholic organizations <a href=\"http:\/\/www.sefras.org.br\/portal\/\" target=\"_blank\" rel=\"noopener noreferrer\"><u>Sefras<\/u><\/a>, <a href=\"http:\/\/www.missaonspaz.org\/\" target=\"_blank\" rel=\"noopener noreferrer\"><u>Miss\u00e3o Paz<\/u><\/a> and <a href=\"http:\/\/caritasarqsp.blogspot.com.br\/\" target=\"_blank\" rel=\"noopener noreferrer\"><u>Caritas Arquidiocesana de S\u00e3o Paulo<\/u><\/a> claimed that Brazil\u2019s <a href=\"https:\/\/conectas.org\/en\/actions\/foreign-policy\/news\/40050-for-the-right-to-migrate\" target=\"_blank\" rel=\"noopener noreferrer\"><u>immigration law is incompatible with human rights<\/u><\/a> and called for the establishment of a civil authority to handle the matter \u2013 currently almost exclusively the responsibility of the Federal Police.<\/p>\n<p><strong>Click <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/HRC29_migrantes_espanhol.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>here<\/u><\/a> to read the statement on immigration in Brazil.<\/strong><\/p>\n<p>In another <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/Pronunciamento%20Oral%20-%20Sess%c3%a3o%20Independ%c3%aancia%20Judicial_Conectas_AJD%20(ing)_FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>statement<\/u><\/a>, Brazilian organizations <a href=\"https:\/\/conectas.org\/en\/actions\/justice\/news\/40099-undue-control-of-judges\" target=\"_blank\" rel=\"noopener noreferrer\"><u>denounced the ideological control exerted by the S\u00e3o Paulo State Court<\/u><\/a>. As an example, the organizations used the case of Judge Roberto Corciolli, who was removed from his criminal court for issuing alternative sentences to imprisonment. An equally critical tone was used to <a href=\"https:\/\/conectas.org\/en\/actions\/justice\/news\/40128-reduction-of-the-age-of-criminal-responsibility-in-the-un\" target=\"_blank\" rel=\"noopener noreferrer\"><u>bring to the attention of the international community the proposal to lower the age of criminal responsibility<\/u><\/a> that is currently pending in Congress.<\/p>\n<p>\u201cIt was of fundamental importance that the Member States of the Human Rights Council were made aware of the dark times we are living in Brazil, both in the Legislative and in the Judiciary,\u201d said Rafael Cust\u00f3dio, coordinator of Justice at Conectas. \u201cWe are witnessing the clear threat of a setback in rights and guarantees, which will weaken the country\u2019s status in international forums,\u201d he added.<\/p>\n<p><strong>Click <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/Pronunciamento%20Oral%20-%20Sess%c3%a3o%20Independ%c3%aancia%20Judicial_Conectas_AJD%20(ing)_FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>here<\/u><\/a> to read the statement on judicial independence.<\/strong><\/p>\n<p><strong>Click <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/Oral%20statement_maioridade%20penal_2015%20ENG.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>here<\/u><\/a> to read the statement on the reduction of the age of criminal responsibility.<\/strong><\/p>\n<p>Brazilian, American and Argentine organizations also <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/FINAL%20-%20HRC29_Statement_Item4_Torture_SHORT_oral_statement.docx\" target=\"_blank\" rel=\"noopener noreferrer\"><u>drew attention<\/u><\/a> to the urgency to <a href=\"https:\/\/conectas.org\/en\/actions\/foreign-policy\/news\/40137-reasons-for-a-yes\" target=\"_blank\" rel=\"noopener noreferrer\"><u>resettle 57 detainees (of a total of 122) from Guantanamo prison<\/u><\/a> who have been cleared for release. They also called for an independent investigation into the torture program run by the CIA (Central Intelligence Agency), which was uncovered last year by the U.S. Senate.<\/p>\n<p>\u201cMany of the prisoners at Guantanamo have never been formally charged and have been cleared by the U.S. government for release from the prison at the Cuban bay. The transfer of these people to countries offering humanitarian asylum is urgent. This is the only way to close this prison, which is symbolic of the violations committed in the name of the so-called \u2018war on terror\u2019. The Brazilian State only voted for the resolution after changes were made to the text that had been rejected at the <a href=\"https:\/\/conectas.org\/en\/actions\/foreign-policy\/news\/33846-28th-session-of-the-un-human-rights-council-comes-to-an-end\" target=\"_blank\" rel=\"noopener noreferrer\"><u>previous session of the Council<\/u><\/a>.<\/p>\n<p>\u201cIt is important that Brazil came forward as a negotiator on the points that needed to be altered in the wording of the document. It is evidence that the country has political and diplomatic capital, and can exploit it to push forward the main international debates,\u201d said Asano. \u201cThis is the type of posture that one expects from a country the size of Brazil, not a comfortable position of simply abstaining on unsatisfactory resolutions.\u201d<\/p>\n<p><strong>Click <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/HRC29_Syria_resolution.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>here<\/u><\/a> to read the resolution on Syria.<\/strong><\/p>\n<p>This was what happened in the debate on the <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/HRC29_L25_Res_Fam%c3%adlia_L37_Brasil_AS_Uruguai.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><u>resolution<\/u><\/a> on \u2018protection of the family\u2019. The Brazilian delegation abstained on the regressive text, following a series of initiatives to dilute the rights of LGBT (lesbian, gay, bisexual and transgender) groups. The vote occurred after the defeat of Brazil and South Africa in their attempt to include an amendment that would guarantee the recognition of \u2018various forms of the family\u2019.
