This was one of the conclusions of the debate \u201cThe U.S. and torture: from Guantanamo to the CIA\u2019s secret prisons\u201d, staged on Wednesday, May 27, in S\u00e3o Paulo, during the <a href=\"https:\/\/conectas.org\/en\/actions\/colloquium\" target=\"_blank\" rel=\"noopener\"><u>14th International Human Rights Colloquium<\/u><\/a>.<\/p>\n<p>\u201cIt is an affront to the international human rights system,\u201d said Jessica\u00a0Carvalho Morris, the new executive director of Conectas. \u201cIt has created a legal black hole.\u201d\u00a0Polly Rossdale, of the organization <a href=\"https:\/\/www.google.com.br\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=2&amp;cad=rja&amp;uact=8&amp;ved=0CDAQFjAB&amp;url=http%3A%2F%2Fwww.reprieve.org.uk%2F&amp;ei=W3xsVbPZHMGENr-yg8gK&amp;usg=AFQjCNFJ1Jqv9jn0may6rP2Hopc_2n6YyQ&amp;bvm=bv.94455598,d.eXY\" target=\"_blank\" rel=\"noopener\"><u>Reprieve<\/u><\/a>, provided some concrete examples of how this legal limbo has permitted ongoing violations at the prison. Rossdale, who has coordinated the resettlement of 30 former prisoners over the past six years, cited the case of the Yemeni student Emad Hassan, who was arrested in Pakistan. \u201cThe United States was paying bounties for turning people in. This was the so-called \u2018intelligence\u2019. Nearly 86% of the men imprisoned in Guantanamo were not captured by the U.S. army, but by third parties,\u201d she explained.<\/p>\n<p>Emad has been on a hunger strike for eight years and has already lost 43 kg. He and another 48 Yemenis have been cleared for release, but by determination of the U.S. government \u2013 which claims that Yemen is not safe enough for them to return home \u2013 they are waiting for the possibility of resettlement in other countries. \u201cI believe that Latin American nations have an important role\u00a0to play in\u00a0helping to end\u00a0this tragedy,\u201d she said.<\/p>\n<p>\u201cBut why should countries like Brazil care?\u201d asked Jamil Dakwar, of the ACLU (<a href=\"https:\/\/www.google.com.br\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=1&amp;cad=rja&amp;uact=8&amp;ved=0CCoQFjAA&amp;url=https%3A%2F%2Fwww.aclu.org%2F&amp;ei=cXxsVYCOEYmeggTe1ICICg&amp;usg=AFQjCNGvyXtS-NfTn1mHDVM5vv5qjco8eg&amp;bvm=bv.94455598,d.eXY\" target=\"_blank\" rel=\"noopener\"><u>American Civil Liberties Union<\/u><\/a>).
