Repeating the same <a href=\"https:\/\/conectas.org\/en\/actions\/justice\/news\/reports-suggest-that-police-encircled-demonstrators-marching-on-june-13-in-sao-paulo\" target=\"_blank\" rel=\"noopener\"><u>infamous techniques used on June 13, 2013<\/u><\/a>, already <a href=\"https:\/\/conectas.org\/en\/actions\/justice\/news\/conectas-sends-urgent-appeal-to-5-un-rapporteurs\" target=\"_blank\" rel=\"noopener\"><u>denounced<\/u><\/a> by human rights NGOs to international bodies, the security forces dispersed the protesters for no apparent reason, assaulted and intimidated demonstrators, made arbitrary arrests, harassed the press and made abusive use of less-lethal weapons.<\/p>\n<p>Excerpts of videos found by Conectas and <a href=\"http:\/\/artigo19.org\/blog\/sobre-a-intervencao-policial-na-manifestacao-contra-o-aumento-da-tarifa-em-sp\/\" target=\"_blank\" rel=\"noopener\"><u>Article 19<\/u><\/a> clearly reveal the scale of the violations. The images serve as the basis for a <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/Of%C3%ADcio%20SSP_FINAL.pdf\" target=\"_blank\" rel=\"noopener\"><u>document submitted today<\/u><\/a> by Conectas, Article 19 and the Human Rights Center of the S\u00e3o Paulo Public Defender\u2019s Office to the S\u00e3o Paulo Public Security Department.<\/p>\n<ul>\n<li><strong>Click <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/Of%c3%adcio%20SSP_FINAL.pdf\" target=\"_blank\" rel=\"noopener\"><u>here<\/u><\/a> to read the document in full.<\/strong><\/li>\n<\/ul>\n<p>In the <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/Of%c3%adcio%20SSP_FINAL.pdf\" target=\"_blank\" rel=\"noopener\"><u>official letter<\/u><\/a>, the organizations show that the Military Police violated constitutional rules and recommendations of the United Nations and the Inter-American Commission on Human Rights of the OAS (Organization of American States). These same rules had already been detailed in a <a href=\"https:\/\/conectas.org\/arquivos\/editor\/files\/Recomenda%C3%A7%C3%A3o%20-%20direito%20de%20reuni%C3%A3o_Defensoria_Conectas(1).pdf\" target=\"_blank\" rel=\"noopener\"><u>document<\/u><\/a> sent to the Public Security Department by Conectas and the Public Defender\u2019s Office in August 2013. The widespread non-compliance prompted the Public Defender\u2019s Office to file a <a href=\"http:\/\/www.defensoria.sp.gov.br\/dpesp\/repositorio\/0\/ACP%20-%20direito%20de%20reuni%C3%A3o%20-%20VERS%C3%83O%20FINAL%203.pdf\" target=\"_blank\" rel=\"noopener\"><u>public civil action<\/u><\/a> against the state government in April 2014.<\/p>\n<p><strong>How should the police have acted and what did they actually do?<\/strong><\/p>\n<table style=\"width: 987px;
