{"id":41346,"date":"2025-12-23T16:37:02","date_gmt":"2025-12-23T16:37:02","guid":{"rendered":"https:\/\/conectas.org\/?post_type=noticia&#038;p=41346"},"modified":"2026-01-20T14:20:51","modified_gmt":"2026-01-20T14:20:51","slug":"2025-in-focus-how-conectas-addressed-human-rights-violations-in-a-pivotal-year","status":"publish","type":"noticia","link":"https:\/\/conectas.org\/en\/noticias\/2025-in-focus-how-conectas-addressed-human-rights-violations-in-a-pivotal-year\/","title":"2025 in focus: how Conectas addressed human rights violations in a pivotal year","content":"<div class=\"tts_content_wrapper_1\" ><p><span style=\"font-weight: 400;\">In 2025, Conectas Human Rights carried out its work in a context marked by threats to democracy, persistent institutional violence and a worsening climate emergency\u2014impacts that disproportionately affect historically vulnerable communities.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the face of this situation, the organization combined strategic litigation, policy advocacy, and national and international coordination to address human rights violations in Brazil and the Global South.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This retrospective is a collection of some of the key milestones of our work this year and there is still much more to share with you. A comprehensive overview of our activities will be provided in the organization\u2019s Annual Report, to be released in the first quarter of 2026.<\/span><\/p>\n<h2><b>Strengthening democracy: attention and resilience in challenging times<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The defense of democracy was a central pillar of Conectas\u2019 work this year. A historic milestone was the&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/public-statement-conviction-of-those-responsible-for-the-attempted-coup-against-brazilian-democracy-2\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">conviction of those responsible for the attempted coup against the democratic rule of law<\/span><\/a><span style=\"font-weight: 400;\">, decided by the Federal Supreme Court (STF), demonstrating the strength of Brazil\u2019s democratic institutions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This defense is also expressed through listening to and walking side by side with social movements. In this spirit, Conectas stood alongside more than 100,000 Black women at the Black Women\u2019s March, marching for a shared vision of democracy, racial justice, and historical reparation.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another key issue was the regulation of artificial intelligence, given the&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/organizations-ask-for-an-international-agreement-to-define-the-red-lines-of-artificial-intelligence\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">risks involved in the indiscriminate use of surveillance technology<\/span><\/a><span style=\"font-weight: 400;\">, such as facial recognition.&nbsp;Conectas&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/artificial-intelligence-the-risks-of-racist-biases-in-non-regulated-digital-technologies-in-public-security\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">raised concerns at the UN<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;about the potential exacerbation of violations against people from historically marginalized groups and&nbsp;<\/span><a href=\"https:\/\/conectas.org\/publicacao\/de-olho-nos-vigilantes-relatorio\/\"><span style=\"font-weight: 400;\">published a report<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;outlining guiding principles to promote the responsible development, deployment, and use of this technology. In partnership with other organizations, Conectas also organized a&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/half-of-the-brazilian-population-is-under-surveillance\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">meeting between activists and experts in this area and the UN Special Rapporteur&nbsp;<\/span><\/a><span style=\"font-weight: 400;\">on the right to freedom of peaceful assembly and association.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2025, Conectas also played a key role in strengthening the human rights movement and in building networks and national and international partnerships, by convening meetings to bring together activists from different areas and countries, with the aim of deepening the <\/span><a href=\"https:\/\/www.cels.org.ar\/web\/2025\/10\/encuentro-regional-urgente-una-llave-para-actuar-en-conjunto-y-fortalecer-la-democracia\/\"><span style=\"font-weight: 400;\">exchange of experiences<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;on democracy, justice, the fight against racism, socioenvironmental rights, as well as promoting joint forms of mobilization.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">At the international level, the organization also participated in UN and the Inter-American System forums, reporting on omissions by the Brazilian State,&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/txai-surui-appeals-to-the-un-over-the-removal-of-trespassers-from-indigenous-territory-in-the-amazon-region\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">particularly with regard to the rights of the Indigenous peoples<\/span><\/a><span style=\"font-weight: 400;\">, and stressing the need for a plural, participatory democracy protected from disinformation.<\/span><\/p>\n<h2><b>Institutional violence and structural racism: accountability to prevent recurrence<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">In 2025, police violence and structural racism were at the center of public debate. The Penha Massacre in Rio de Janeiro, considered to be the largest police massacre in the history of the state, prompted national and international mobilization. Conectas&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/organizations-alert-un-and-oas-to-deliberate-strategy-of-armed-confrontation-in-rio-de-janeiro\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">triggered UN mechanisms<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;and accompanied missions by human rights groups, demanding independent investigations, accountability, and reparation for the families.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another important milestone was the conclusion of the trial of the ADPF of the Favelas (ADPF 635), which set out measures to reduce police lethality, such as the use of cameras on patrol cars and police officers\u2019 uniforms. We continue to monitor compliance with the ruling and to report instances of non-compliance in future episodes of violence.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Federal Supreme Court also acknowledged the existence of&nbsp; <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/the-supreme-court-resumes-judgment-of-the-black-lives-adpf\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">structural racism<\/span><\/a><span style=\"font-weight: 400;\">, and ordered a national plan be put together to fight racism. This was an important step that was closely monitored by Conectas who acted as <\/span><i><span style=\"font-weight: 400;\">amicus curiae<\/span><\/i><span style=\"font-weight: 400;\"> in the case (ADPF 973).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The fight for justice continued to underpin our work. We informed the international community of the&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/violence-perpetrated-by-the-brazilian-state-is-the-subject-of-a-complaint-filed-at-the-un\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">urgent need to hold the S\u00e3o Paulo state government and the Brazilian State accountable for police violence<\/span><\/a><span style=\"font-weight: 400;\">. Our actions included advocating for the use of body cameras by the police forces and for improvements in external oversight of police activity by the Public Prosecutor\u2019s Office. In partnership with the S\u00e3o Paulo State Public Defender\u2019s Office, we reported to the Inter-American Commission on Human Rights on the lack of accountability in the cases of Operation Shield (<\/span><i><span style=\"font-weight: 400;\">Escudo)<\/span><\/i><span style=\"font-weight: 400;\"> and Operation Summer (<\/span><i><span style=\"font-weight: 400;\">Ver\u00e3o)<\/span><\/i><span style=\"font-weight: 400;\">. We also carried out a mission to the UN Human Rights Council, calling for the accountability of the State and its agents for the&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/marco-aurelio-case-family-fights-for-justice-after-execution-by-a-military-police-officer\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">death of Marco Aur\u00e9lio<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;and highlighting the inaction of the S\u00e3o Paulo Public Prosecutor\u2019s Office.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In this vein, we highlight the project \u201cStrengthening the Reach and Impact of Human Rights Movements in Brazil\u201d, spanning two years, in conjunction with the Independent Mothers of May Movement and CAAF\/UNIFESP, as well as family movements from Bahia, Cear\u00e1, and Rio de Janeiro. The initiative included training and advocacy sessions, and culminated in an <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/international-summit-gathers-mothers-of-victims-of-state-perpetrated-violence\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">international meeting&nbsp;<\/span><\/a><span style=\"font-weight: 400;\">with movements from Brazil, Mexico, and Colombia, as well as the release of four videos produced by researchers and the families of victims of state violence (S\u00e3o Paulo, Rio de Janeiro, Cear\u00e1, and Bahia).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">2025 saw both breakthroughs and challenges in the prison system. The Federal Supreme Court declared <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/the-supreme-federal-court-resumes-trials-on-police-violence-and-strip-searches\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">&nbsp;degrading strip searches<\/span><\/a><span style=\"font-weight: 400;\"> unconstitutional, but left loopholes that could allow future violations, such as the adoption of \u2018exceptional\u2019 practices in the absence of body scanners. We continued to advocate for family movements and civil society organizations, to monitor the outcomes of the ruling and prevent setbacks in the protection of rights. Meanwhile, states presented their plans under the Pena Justa program, which drew criticism for the low level of social participation in the drafting process.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Furthermore, the year was marked by an intensification of attacks on the right to legal abortion, with the approval of Legislative Decree Bill No. 3\/2025 in the Chamber of Deputies. Conectas worked alongside the campaign \u201cA Child is not a Mother\u201d (<\/span><i><span style=\"font-weight: 400;\">Crian\u00e7a N\u00e3o \u00e9 M\u00e3e<\/span><\/i><span style=\"font-weight: 400;\">),&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/un-experts-denounce-violations-of-reproductive-rights\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">mobilizing national and international pressure<\/span><\/a><span style=\"font-weight: 400;\">, including through UN special procedures.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition, pertinent rulings by the Federal Supreme Court\u2014such as votes and injunctions related to the ADPFs on legal abortion\u2014kept the issue at the center of public and legal debates.<\/span><span style=\"font-weight: 400;\"><br \/>\n<\/span><\/p>\n<h2><b>Defending socioenvironmental rights: climate, territories, and justice<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">The defense of socioenvironmental rights came into even sharper focus in 2025. Conectas internationally condemned the risks posed by the<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/devastation-draft-bill-puts-brazil-at-risk-of-a-severe-socio-environmental-step-back-experts-warn-the-iachr\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Devastation Bill<\/span><\/a><span style=\"font-weight: 400;\">\u2014which eases environmental licensing\u2014warning of its impacts on both the climate and human rights.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A strategic step was Conectas\u2019 joining the Climate Action Network (CAN), expanding its regional and global advocacy on climate justice. The organization was also present at the Free Land Camp (<\/span><i><span style=\"font-weight: 400;\">Acampamento Terra Livre<\/span><\/i><span style=\"font-weight: 400;\">), reinforcing the defense of Indigenous Land rights.<\/span><span style=\"font-weight: 400;\"><\/p>\n<p><\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the international arena, historic rulings by the Inter-American Court of Human Rights and the International Court of Justice recognized <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/oas-court-holds-states-responsible-for-the-climate-crisis-what-does-this-mean\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">the responsibility of States regarding the climate crisis<\/span><\/a><span style=\"font-weight: 400;\">, proceedings in which Conectas played an active role.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The organization also deepened the debate on work analogous to slavery, energy transition and development financing, and launched initiatives such as the <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/guide-instructs-legal-action-against-climate-misinformation\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Guide for Legal Advocacy in Climate Information Integrity<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/climate-and-human-rights-glossary-part-2\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">The Climate and Human Rights Glossary<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;and&nbsp;<\/span><a href=\"https:\/\/conectas.org\/publicacao\/trabalho-escravo-no-cafe-das-fazendas-as-multinacionais\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Slave labor in coffee: from farms to multinationals<\/span><\/a><span style=\"font-weight: 400;\">,&nbsp;the latter is a trilogy that examines gaps in corporate governance and the relationship between profit and slave labor in Brazil\u2019s coffee supply chain.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In December, in the area of the demarcation of Indigenous territories, the Federal Supreme Court concluded the phase of oral arguments in the trial of Law No. 14.701\/2023, marked by the decisive participation of Indigenous lawyers defending the territorial rights of Indigenous peoples. At this stage, Gabriel Sampaio, Conectas\u2019 Director of Litigation and Advocacy, <\/span><a href=\"https:\/\/www.instagram.com\/reel\/DSJIy1HDxOG\/?igsh=dzJtNzI3ODQ1ZmYz\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">represented human rights organizations and reaffirmed the unconstitutionality of the Timeframe Thesis<\/span><\/a><span style=\"font-weight: 400;\">. Acting as <\/span><i><span style=\"font-weight: 400;\">amicus curiae<\/span><\/i><span style=\"font-weight: 400;\"> in ADI 7582 and other cases, Conectas holds that the Timeframe Thesis represents a serious setback in the rights of the Indigenous peoples.&nbsp;<\/span><\/p>\n<h2><b>Conectas at COP30: human rights at the center of climate action<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">COP30, in Bel\u00e9m, was one of the most strategic moments of the year. Conectas actively participated in negotiations, held its own events, joined the Climate March, and denounced violations, such as the militarization of Indigenous protests.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">One of the key developments was the Brazilian Presidency\u2019s initiative to create a \u201cRoadmap to Transition Away from Fossil Fuels\u201d. Although this was not formalized at COP30, a commitment was established between the Brazilian and Australian presidencies for COP31, demonstrating that a transition away from fossil fuels is fundamental to addressing climate change.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Another significant advance was the recognition, in official documents, of Afro-descendant people as a group that has been made vulnerable by the impacts of climate change\u2014an important step with the potential to directly influence the formulation and implementation of public policies in Brazil.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">COP30 reinforced a central message:<\/span><a href=\"https:\/\/www.instagram.com\/reel\/DSVuNitD0cN\/?igsh=OXVhbWt3Mm85eXdj\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">&nbsp;<\/span><span style=\"font-weight: 400;\">there can be no climate justice without human rights and social participation.<\/span><\/a><\/p>\n<h2><b>Within Conectas: partnerships, recognition, and legacy<\/b><\/h2>\n<p><span style=\"font-weight: 400;\">In 2025, Conectas held the 8th <\/span><a href=\"https:\/\/www.instagram.com\/p\/DSX4jeRj62I\/?igsh=Z2Y1bHBsMzZzZmd6\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Ideas Fair<\/span><\/a><span style=\"font-weight: 400;\">, celebrated <\/span><a href=\"https:\/\/www.instagram.com\/reel\/DSLNUeYj5pd\/?igsh=YzRpajdmM29mbXB3\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">recognition of its strategic litigation work through the Innovare Award<\/span><\/a><span style=\"font-weight: 400;\">, strengthened its&nbsp;<\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/conectas-announces-a-new-member-of-its-audit-committee\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">institutional governance<\/span><\/a><span style=\"font-weight: 400;\"> and honored the <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/find-out-about-pedro-paulo-poppovics-journey-in-a-profile-originally-published-in-the-sur-journal\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">memory of Pedro Paulo Poppovic,<\/span><\/a><span style=\"font-weight: 400;\">&nbsp;one of its founders.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We will continue to work to ensure democracy, social justice, and climate justice move forward together.
