Civil society organizations have called on the OECD (Organization for Economic Cooperation and Development) to require Brazil to adopt good environmental and human rights practices before accepting the country into the international group known as the \u201crich nations club\u201d.<\/span><\/p>\n

Over the past two years, <\/span>OECD Watch<\/span><\/a>, Conectas Human Rights and <\/span>FIDH<\/span><\/a> (International Federation for Human Rights) have registered serious governance problems in the areas of human and socio-environmental rights in Brazil: uncontrolled deforestation, environmental degradation and pollution, failure to protect the rights of indigenous peoples and to guarantee the freedom and security of environmental activists, dismantling of labor rights and public health problems. <\/span><\/p>\n

Record of rights violations<\/b><\/h2>\n

\u201cThe Brazilian government\u2019s poor record in dealing with the world\u2019s most urgent crises \u2013 from climate change to global pandemics \u2013 shows a lack of commitment to the protection of the environment, human rights and the rule of law,\u201d said Julia Mello Neiva, coordinator of the Defense of Socioenvironmental Rights program at Conectas. \u201cIn Brazil, the most affected populations are the most vulnerable: indigenous peoples, rural communities, quilombola communities, human rights defenders, poor and migrant workers, women and children. We believe the government has often demonstrated complacency, or even complicity, with the social and environmental deterioration in Brazil.\u201d<\/span><\/p>\n

Meaningful reforms  <\/b><\/h2>\n

In July 2021, the OECD\u2019s own Environmental Policy Committee <\/span>published a report<\/span><\/a>, translated into Portuguese by Conectas, in which it states that Brazil \u201cneeds to improve the environmental performance of government operations and buildings by establishing clear goals and support measures, promoting green public procurement and creating mechanisms to track progress\u201d.<\/span><\/p>\n

\u201cThe OECD cannot treat Brazil\u2019s accession only considering the foreign trade and investment aspects, as it has done in previous cases,\u201d said Marian Ingrams, coordinator of OECD Watch. \u201cWe urge the OECD to use the powerful accession process to demand meaningful reforms in candidate countries to protect people and the environment \u2013 and to refuse membership if the candidates, including Brazil, do not live up to the OECD\u2019s stated values.\u201d<\/span><\/p>\n

Focus on climate change <\/b><\/h2>\n

The organizations say they will present new research with case studies that demonstrate the shortcomings of the Brazilian government. The document will also ask the OECD to demand reforms from Brazil as part of its accession process.<\/span><\/p>\n

 \u201cAs we move steadily into the next decade \u2013 the last decade left to significantly change the course of climate change \u2013 it is vital for the OECD to address Brazil\u2019s membership differently,\u201d said Maddalena Neglia, director of the FIDH.<\/span><\/p>\n<\/div>
