{"id":28341,"date":"2020-10-01T12:56:25","date_gmt":"2020-10-01T12:56:25","guid":{"rendered":"https:\/\/conectas.org\/noticias\/at-the-un-bolsonaro-makes-false-statements-about-actions-to-combat-covid-19\/"},"modified":"2021-04-01T13:01:59","modified_gmt":"2021-04-01T13:01:59","slug":"at-the-un-bolsonaro-makes-false-statements-about-actions-to-combat-covid-19","status":"publish","type":"noticia","link":"https:\/\/conectas.org\/en\/noticias\/at-the-un-bolsonaro-makes-false-statements-about-actions-to-combat-covid-19\/","title":"At the UN, Bolsonaro makes false statements about actions to combat Covid-19","content":"<div class=\"tts_content_wrapper_1\" ><p><span style=\"font-weight: 400;\">In the opening speech of the UN General Assembly given last Tuesday, September 22, President Jair Bolsonaro used a slew of <\/span><b>false information when addressing the actions taken by the federal government<\/b><span style=\"font-weight: 400;\"> to combat the pandemic caused by Covid-19.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The speech by the president, who also <\/span><a href=\"https:\/\/conectas.org\/noticias\/em-discurso-na-onu-bolsonaro-minimiza-crise-ambiental-e-fere-laicidade\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><span style=\"text-decoration: underline; color: #0000ff;\">played down the environmental damage caused by the record fires<\/span><\/strong><\/a><span style=\"font-weight: 400;\"> in the Pantanal wetlands and Amazon rainforest, was harshly rejected by political figures, academics and civil society organizations across the country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In its sixth edition, now freely available, the <\/span><b>Rights in the Pandemic Bulletin<\/b><span style=\"font-weight: 400;\"> lists some of the main distortions observed in the video recorded by the Brazilian head of state and played before the international community.<\/span><\/p>\n<p><b>Read the analysis below:<\/b><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><i><span style=\"font-weight: 400;\">\u201cAs determined by court ruling, all measures involving social distancing and restrictions on movement were delegated to each one of the 27 state governors. The president was responsible for sending out resources nationwide\u201d.<\/span><\/i><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The study notes that this information is untruthful since the Supreme Court ruling mentioned by Bolsonaro merely <\/span><b>confirmed a rule already contained in the Federal Constitution<\/b><span style=\"font-weight: 400;\">. The Constitution gives states and municipalities the authority to create their own laws and rules on health, but it also guarantees the federal government the authority to do the same. In this case, the study pointed out, it was hoped that the federal government would implement actions to standardize the actions of local governments, which never happened.<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">[The federal government] \u201cassisted over 200,000 indigenous families with foodstuffs and Covid prevention efforts\u201d.\u00a0<\/span><\/i><\/p>\n<p><span style=\"font-weight: 400;\">The Rights in the Pandemic Bulletin notes that this statement is at <\/span><b>direct odds with the veto by the President of the Republic to the law <\/b><span style=\"font-weight: 400;\">approved by Congress that assigned the federal government the duty to provide drinking water, medical assistance and other resources to prevent the spread of the disease among indigenous peoples. The president\u2019s veto was overturned by the Lower House and the Senate with support from civil society.<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\"><a style=\"font-weight: 400;\">and the <\/span><b>power of health policing<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">It also features articles on two expressions that have been frequently used in Brazil during the pandemic:\u00a0<\/span><b>\u201clockdown\u201d and \u201cherd immunity\u201d<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Finally, it presents an analysis of the impact of Covid-19 on <\/span><b>homeless people in the city of S\u00e3o Paulo<\/b><span style=\"font-weight: 400;\">, prepared by members of the Luiz Gama Human Rights Clinic.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><a
