{"id":22192,"date":"2020-07-30T13:58:01","date_gmt":"2020-07-30T13:58:01","guid":{"rendered":"https:\/\/conectas.org\/?post_type=noticia&#038;p=22192"},"modified":"2021-04-01T15:05:01","modified_gmt":"2021-04-01T15:05:01","slug":"how-fishermen-and-shellfishers-have-been-impacted-by-the-port-of-suape-for-more-than-40-years","status":"publish","type":"noticia","link":"https:\/\/conectas.org\/en\/noticias\/how-fishermen-and-shellfishers-have-been-impacted-by-the-port-of-suape-for-more-than-40-years\/","title":"How fishermen and shellfishers have been impacted by the port of Suape for more than 40 years","content":"<div class=\"tts_content_wrapper_1\" ><p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">In June this year, the <\/span><a href=\"http:\/\/www.fazenda.gov.br\/assuntos\/atuacao-internacional\/ponto-de-contato-nacional\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">NCP (National Contact Point)<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\">, an international body responsible for monitoring compliance with the <\/span><a href=\"http:\/\/www.fazenda.gov.br\/assuntos\/atuacao-internacional\/ponto-de-contato-nacional\/diretrizes-da-ocde-para-empresas-multinacionais#:~:text=As%20Diretrizes%20s%C3%A3o%20parte%20integrante,e%20desincentivos%20ao%20investimento%20internacional.\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">guidelines of the OECD<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\"> (Organization for Economic Cooperation and Development), completed an analysis that began in 2015 of the <\/span><a href=\"https:\/\/conectas.org\/noticias\/orgao-internacional-ligado-a-ocde-aponta-violacoes-cometidas-por-multinacional-em-suape\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline; color: #0000ff;\"><b>violations committed by the multinational Van Oord against traditional communities in the region of Suape<\/b><\/span><\/a><span style=\"font-weight: 400;\">, on the southern coastline of the state of Pernambuco.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The NCP drew on a petition signed the Z8 Fishing Colony, formed by families from the region of Gaibu, by the Suape Forum, a network of fishing and shellfishing associations, and by the civil society organizations Conectas and Both Ends. The document identified <\/span><b>several environmental impacts and serious violations committed against the original inhabitants<\/b><span style=\"font-weight: 400;\"> of the area during the dredging of the Port of Suape carried out in 2011 to open and deepen a channel, which enabled the expansion of a shipyard at the site.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">After a five-year assessment that included mediation sessions between representatives of the affected communities and the company, the organization concluded that there had been <\/span><b>severe environmental and human rights impacts against the communities<\/b><span style=\"font-weight: 400;\"> that lived there and it presented recommendations to be adopted by the company. The recommendations include the installation of artificial corals \u2013 in an attempt to remedy irreparable damage to the local ecosystem \u2013 and the implementation of a health program for the people of the region.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">This half-decade episode is, however, just one more chapter in the long drama that has <\/span><b>afflicted families affected by the Port of Suape for more than 40 years<\/b><span style=\"font-weight: 400;\"> and that, due to its impacts, has been called the \u201cforgotten Belo Monte\u201d.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><b>Port of Suape<\/b><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The <\/span><b>Suape Industrial and Port Complex<\/b><span style=\"font-weight: 400;\"> is a mega-project covering 13,500 hectares whose construction began in 1978 in the municipalities of Ipojuca and Cabo Santo Agostinho on land inhabited for generations by traditional communities.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Accommodating more than 100 companies \u2013 among them Unilever, Solar Coca-Cola, Pepsico Brasil, Toyota and Fedex \u2013 with a share capital of R$1.2 billion, the complex was called the <\/span><b>\u201cEngine of the Northeast\u201d<\/b><span style=\"font-weight: 400;\"> by a former governor, Eduardo Campos.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Besides generating income and employment, much publicized by the state and federal governments, the port has been responsible for the <\/span><b>removal of nearly 20,000 people<\/b><span style=\"font-weight: 400;\"> who used to live in the region before the complex was built.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">According to data from the Suape Forum, the region of Suape used to have a population of 25,000. Today, it stands at less than 7,000. Barred from entering their former territories, these people are still <\/span><b>treated as trespassers and are frequent targets of threats and reprisals<\/b><span style=\"font-weight: 400;\">.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><iframe loading=\"lazy\" style=\"border: 0;\" tabindex=\"0\" src=\"https:\/\/www.google.com\/maps\/embed?pb=!1m18!1m12!1m3!1d45816.55527558878!2d-34.96912898355492!3d-8.375310828254802!2m3!1f0!2f0!3f0!3m2!1i1024!2i768!4f13.1!3m3!1m2!1s0x7aaec60b03ceba9%3A0xf863bf2ff55a2fcf!2sPorto%20de%20Suape!5e1!3m2!1spt-BR!2sbr!4v1596118180947!5m2!1spt-BR!2sbr\" width=\"800\" height=\"600\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" aria-hidden=\"false\"><\/iframe><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\"><b>Expansion of the port<\/b><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The construction and expansion of the port, from the 1970s to the 2000s, led to the <\/span><b>mass eviction of communities <\/b><span style=\"font-weight: 400;\">that originally inhabited the area currently inside the industrial perimeter. Between 2009 and 2013, the complex underwent a new expansion process that resulted in the construction of an oil pier and the expansion of the Promar shipyard.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">For this project, it was necessary to deepen the channel and <\/span><b>silt up Tatuoca Island<\/b><span style=\"font-weight: 400;\">, located a few kilometers from the port, together with several dredging works.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">These works impacted the supply of drinking water to more than 80 families living on the island, salinizing their wells. In addition, much of the dredged material was dumped in sensitive regions, <\/span><b>contaminating fishing and shellfishing areas<\/b><span style=\"font-weight: 400;\"> and drastically affecting the nutrition of the local population. As a result, people\u2019s health gradually deteriorated, especially among women, who developed skin and reproductive system infections and severe allergies.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Finally, the expansion of the port caused the <\/span><b>destruction of much of the island<\/b><span style=\"font-weight: 400;\">. Most of the people who lived there were transferred to a housing project built by the federal government\u2019s \u201cMy House, My Life\u201d social housing program. The group of 40 sqm houses, named \u201cVila Nova Tatuoca\u201d by the government, was built far from the sea and productive land. Fishermen, <\/span><i><span style=\"font-weight: 400;\">quilombola <\/span><\/i><span style=\"font-weight: 400;\">communities members and shellfishers were therefore deprived of their means of subsistence: fishing and farming.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Other islanders who tried to resist the removal were <\/span><b>violently evicted <\/b><span style=\"font-weight: 400;\">and today live in the urban outskirts and favelas of Recife, the state capital.<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">\u201cIt\u2019s very sad to see how the former inhabitants of this area had their fishing territories and mangroves damaged. We are talking about people who, for generations, had full autonomy over their lives and who after the arrival of the port were relegated to a life of poverty and dependence on social programs,\u201d said Paula Nunes, a lawyer at Conectas.<\/span><\/p>\n<p><span style=\"color: #000000;\"><b>Dishonest settlements<\/b><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The expropriation process carried out for the construction of the port was <\/span><b>marked by serious flaws and dishonest settlements<\/b><span style=\"font-weight: 400;\">, as noted in the report <a href=\"https:\/\/www.plataformadh.org.br\/wp-content\/uploads\/2018\/12\/relatorio_suape_WEB_v3.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><span style=\"text-decoration: underline; color: #0000ff;\">\u201c<\/span><\/strong><\/a><\/span><strong><span style=\"text-decoration: underline; color: #0000ff;\">Industrial complexes and rights violations \u2013 The case of Suape \u2013 Governor Eraldo Gueiros Industrial Port Complex\u201d<\/span><\/strong><span style=\"font-weight: 400;\">, produced by the <\/span><a href=\"https:\/\/www.plataformadh.org.br\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">DHESCA Platform<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\"> and published in 2018.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The main complaints made by families are: the low values offered for their homes and paltry compensation, which in many cases were not even paid; the calculation methods, which did not properly take into account social, material, economic, cultural and affective losses; a lack of information and transparency; and <\/span><b>psychological violence against families<\/b><span style=\"font-weight: 400;\">.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">According to Suape\u2019s response to information requests submitted by the Suape Forum in the first half of 2018, there are <\/span><b>302 petitory and repossession cases <\/b><span style=\"font-weight: 400;\">filed by the company against people who used to live in the area where the port complex is located. In all, the company claims that 1,541 settlements were signed between 2007 and 2017.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The company denies that some of the settlements were agreed without mediation by the courts. However, this has been <\/span><b>contested in numerous accounts by former residents<\/b><span style=\"font-weight: 400;\">. The Association of Small Farmers from Ponte dos Carvalhos has a list with at least 36 names of former inhabitants of Jurissaca, Boa Vista I and Ilha dos Martins who claim that they were removed after unofficial settlements with the Port of Suape, in which they were promised compensation within three months equivalent to the improvements made to the properties. As far as we know, these payments were never made.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><b>Militia<\/b><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">In addition to having removed hundreds of families to their homes and denied them their means of subsistence, the Port Complex of Suape is accused of <\/span><b>contracting a private militia <\/b><span style=\"font-weight: 400;\">to threaten and drive out people who resisted the expropriation and who were dissatisfied with the offers of compensation that they considered insufficient.<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">According to the report by the DHESCA Platform, the militia was headed up by the Land and Property Management Board of Suape.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">In one of the most symbolic cases demonstrating the use of excessive and coercive force against the local population, the inhabitants of Tatuoca Island at the time were <\/span><b>required to carry ID cards<\/b><span style=\"font-weight: 400;\">, which violates the constitutional right of freedom of movement (article 5, item XV of the Federal Constitution).<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Many of the residents who resisted the evictions report being <\/span><b>threatened with firearms<\/b><span style=\"font-weight: 400;\">. The \u201cSuape militia\u201d has already been denounced in the Public Prosecutor\u2019s Office by at least three communities in the region.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">In 2017, the NGO <\/span><a href=\"https:\/\/reporterbrasil.org.br\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">Rep\u00f3rter Brasil<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\">\u00a0had access to 22 police reports filed against Suape. Among the accusations are <\/span><b>property damage and threats<\/b><span style=\"font-weight: 400;\">. The witnesses claim that security guards were working together with employees from the municipal government of Cabo de Santo Agostinho and even with armed military personnel from GATI, a tactical battalion that specializes in high-risk missions.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">According to the NGO, despite all the complaints, the residents say the number is under-reported because <\/span><b>some police officers refuse to make the report<\/b><span style=\"font-weight: 400;\"> \u2013 which is illegal.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><b>Effects<\/b><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">There are various reports of people who have presented symptoms of depression or even <\/span><b>committed suicide<\/b><span style=\"font-weight: 400;\"> after the traumatic eviction process carried out by the Port of Suape.<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">\u201cAmong the compensated families, many were sent to live in the outskirts of neighboring cities, as is the case with former residents of Tatuoca Island. Far from the territory where they were born and raised, these people were transferred to urban areas where they cannot use their professional skills, and working in the territory became a crime,\u201d reads a passage of the report Industrial Complexes and Rights Violations.<\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Forty years later, dozens of families are still <\/span><b>fighting for fair reparations<\/b><span style=\"font-weight: 400;\">, and some still hope to return to their former territories and their old way of
