The disastrous management of the epidemic coupled with public quarrels with the Supreme Court, Congress, governors and even former ministers from his own government have destabilized national politics and put at risk the life of the population, particularly the most vulnerable groups that have been severely affected by the pandemic in the country.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">In these\u00a0<\/span><b>one hundred days of the pandemic in Brazil<\/b><span style=\"font-weight: 400;\">, Conectas has acted firmly in the defense of democracy and the rights of the most vulnerable populations, whether in the Judiciary, in Congress, in the UN or by participating in the public debate through the press or social networks. This has been our contribution to minimizing the impact of the pandemic on society as a whole.\u00a0<\/span><\/span><\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">See below a summary of some of our actions:<\/span><\/p>\n<p>&nbsp;<\/p>\n<h3><span style=\"color: #000000;\"><b>Management of the pandemic and attacks on democracy<\/b><\/span><\/h3>\n<div id=\"attachment_20818\" style=\"width: 807px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-20818\" class=\"wp-image-20818 size-full\" src=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/05\/bonoro.png\" alt=\"\" width=\"797\" height=\"490\" srcset=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/05\/bonoro.png 797w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/05\/bonoro-300x184.png 300w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/05\/bonoro-768x472.png 768w\" sizes=\"auto, (max-width: 797px) 100vw, 797px\" \/><p id=\"caption-attachment-20818\" class=\"wp-caption-text\">President Jair Bolsonaro participates in anti-democratic rally in Brasilia (Photo: reproduction)<\/p><\/div>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Since the start of the pandemic, Conectas has been vocal about the conduct of President Jair Bolsonaro, who <\/span><b>denied the seriousness of the problem and criticized governors and mayors for implementing social isolation measures<\/b><span style=\"font-weight: 400;\">. The president <\/span><a href=\"https:\/\/conectas.org\/noticias\/instituicoes-devem-cobrar-responsabilidade-do-presidente\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>encouraged and participated in public gatherings<\/strong><\/span><\/span><\/a><span style=\"font-weight: 400;\">, including protests with anti-democratic motives and <\/span><a href=\"https:\/\/conectas.org\/noticias\/so-uniao-do-campo-democratico-pode-impor-limites-a-delirios-autoritarios\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">calls to close the Supreme Court and Congress<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\">. Conectas is an amicus curiae in this case together with the organization Redes da Mar\u00e9 and it gave an <\/span><a href=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/06\/ACP-DPU-Revalida_peca-inicial.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">oral statement in a remote hearing staged by the Court.\u00a0<\/span><\/strong><\/span><\/a><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">After the police operation that <\/span><a href=\"https:\/\/conectas.org\/noticias\/quarentena-policia-do-rio-segue-cobrando-vidas-perifericas\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">killed the 14-year-old boy Jo\u00e3o Pedro<\/span><\/strong><\/span><\/a> <b>inside his own home<\/b><span style=\"font-weight: 400;\">, a coalition of organizations that included Conectas filed a petition in the Supreme Court to <\/span><a href=\"https:\/\/conectas.org\/noticias\/stf-suspende-operacoes-da-pm-em-comunidades-do-rio-durante-pandemia\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">suspend all police operations for the duration of the pandemic<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\">. The petition was accepted by the rapporteur of the ADPF case, Justice Edson Fachin.<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\"><b>Migration and asylum<\/b><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-20706 size-full aligncenter\" src=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/imigracao_moro.png\" alt=\"\" width=\"772\" height=\"379\" srcset=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/imigracao_moro.png 772w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/imigracao_moro-300x147.png 300w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/imigracao_moro-768x377.png 768w\" sizes=\"auto, (max-width: 772px) 100vw, 772px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">In March, a federal government decree closed Brazil\u2019s borders and even established <\/span><b>restrictions on the entry of refugees<\/b><span style=\"font-weight: 400;\">. Several organizations have criticized the <\/span><a href=\"https:\/\/conectas.org\/noticias\/fechamento-de-fronteiras-com-punicoes-desproporcionais-pode-agravar-situacao-de-refugiados-alertam-especialistas\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>disproportionality of the measure, especially the possibility of returning people<\/strong><\/span><\/span><\/a><span style=\"font-weight: 400;\"> to countries where their life may be at risk due to political persecution or war.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">In the midst of the pandemic, an important victory was won when <\/span><a href=\"https:\/\/conectas.org\/noticias\/justica-proibe-que-municipio-de-boa-vista-restrinja-atendimento-a-migrantes-em-hospitais\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>the courts overturned an unconstitutional law passed by the municipal legislature of Boa Vista<\/strong><\/span><\/span><\/a><span style=\"font-weight: 400;\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong> (state of Roraima<\/strong><\/span><\/span><strong><span style=\"color: #0000ff;\">)<\/span> <\/strong>that <\/span><b>limited access by migrants to public health services<\/b><span style=\"font-weight: 400;\">. The ruling was given in a lawsuit filed by Conectas and the Federal Public Defender\u2019s Office.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Together with the Defender\u2019s Office, CMDH (Center for Migration and Human Rights) and the Jesuit Service for Migrants, Conectas submitted a <\/span><a href=\"https:\/\/conectas.org\/noticias\/defensoria-e-organizacoes-entram-com-acao-na-justica-contra-remocao-ilegal-de-venezuelanos-em-boa-vista\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">public civil action seeking reparations for Venezuelan migrants who were removed from an occupation in Boa Vista<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\"> without a court order and in the middle of the pandemic.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Conectas also joined a group of organizations to support a bill pending in the Lower House of Congress that calls for the <\/span><b>regularization of migrants as a form of protection<\/b><span style=\"font-weight: 400;\"> both during and after the pandemic.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Given the burden on doctors and the shortage of health professionals in some regions, particularly the North of the country, Conectas has also been working to enable migrant and refugee doctors, on an exceptional and temporary basis, to <\/span><b>help combat the pandemic<\/b><span style=\"font-weight: 400;\"> through emergency and unbureaucratic work contracts. The organization submitted a request to be recognized as an assistant in the <\/span><a href=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/06\/ACP-DPU-Revalida_peca-inicial.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">Public Civil Action filed by the Federal Public Defender\u2019s Office.<\/span><\/strong><\/span><\/a><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\"><b>Prison system<\/b><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-20459 size-large aligncenter\" src=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/RS47_IMG_3013-1024x683.jpg\" alt=\"\" width=\"1024\" height=\"683\" srcset=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/RS47_IMG_3013-1024x683.jpg 1024w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/RS47_IMG_3013-300x200.jpg 300w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/RS47_IMG_3013-768x512.jpg 768w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/RS47_IMG_3013-1152x768.jpg 1152w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/04\/RS47_IMG_3013-1620x1080.jpg 1620w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400; color: #000000;\">Concerned with the spread of the coronavirus inside the country\u2019s prisons, more than a hundred organizations published an open letter to the Supreme Court requesting urgent measures to address Covid-19 in the prison system.\u00a0<\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">Conectas has been <span style=\"text-decoration: underline;\"><a href=\"https:\/\/conectas.org\/noticias\/no-stf-entidades-cobram-protecao-de-pessoas-presas-frente-a-covid-19\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>calling for the <\/strong><\/span><\/a><\/span><\/span><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>decarceration of people in risk groups<\/strong><\/span><\/span><span style=\"font-weight: 400;\"><span style=\"text-decoration: underline;\">,<\/span> such as elderly people over 60, pregnant women and prisoners with comorbidities (HIV and tuberculosis, for example). In partnership with the organizations ITTC (Land, Labor and Citizenship Institute), Elas Existem and Pastoral Carcer\u00e1ria, Conectas has requested amicus curiae status from the Superior Court of Justice in the habeas corpus class action filed by the S\u00e3o Paulo Public Defender\u2019s Office.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The organization also filed a request for this status in the Supreme Court in ADPF Case 347 that recognizes the \u201cUnconstitutional State of Affairs\u201d in the Brazilian prison system \u2013 <\/span><a href=\"https:\/\/conectas.org\/noticias\/como-a-conectas-atua-para-evitar-o-impacto-do-coronavirus-nas-prisoes\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">requesting urgent measures to ensure the health of prisoners<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\"> and prison officers<\/span><\/strong><\/span>. We have also <\/span><span style=\"font-weight: 400;\">r<a href=\"https:\/\/conectas.org\/noticias\/grupos-internacionais-pedem-que-justica-atue-contra-covid-19-nas-prisoes-do-rio\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">equested urgent measures from the courts in Rio de Janeiro<\/span><\/strong><\/span><\/a><\/span><span style=\"font-weight: 400;\"> to reduce the impact of Covid-19 inside the state\u2019s prisons.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The proposal <a href=\"https:\/\/conectas.org\/noticias\/o-que-sao-as-prisoes-de-lata-e-por-que-devem-ser-banidas\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">to <\/span><\/strong><\/span><\/a><\/span><span style=\"font-weight: 400;\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">keep prisoners isolated in shipping containers <\/span><\/strong><\/span>to combat Covid-19<\/span><span style=\"font-weight: 400;\"> was another issue addressed by Conectas. The measure <a href=\"https:\/\/conectas.org\/noticias\/ongs-denunciam-isolar-presos-em-conteiner-contra-covid19\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong>was <\/strong><\/span><\/a><\/span><span style=\"font-weight: 400;\"><span style=\"color: #0000ff;\"><strong>criticized in an urgent<\/strong><\/span> appeal<\/span><span style=\"font-weight: 400;\"> submitted to the UN and the OAS (Organization of American States).\u00a0<\/span><\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\"><b>Employment and income protection<\/b><\/span><\/p>\n<p>&nbsp;<\/p>\n<div id=\"attachment_20372\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-20372\" class=\"wp-image-20372 size-large\" src=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/03\/uuuj-1-1024x572.jpg\" alt=\"\" width=\"1024\" height=\"572\" srcset=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/03\/uuuj-1-1024x572.jpg 1024w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/03\/uuuj-1-300x168.jpg 300w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/03\/uuuj-1-768x429.jpg 768w, https:\/\/conectas.org\/wp-content\/uploads\/2020\/03\/uuuj-1.jpg 1143w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><p id=\"caption-attachment-20372\" class=\"wp-caption-text\">President of the Republic, Jair Bolsonaro, and ministers participate in a video conference with representatives of the private sector. Photo: Isac N\u00f3brega\/PR<\/p><\/div>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">We also publicly criticized the government\u2019s <\/span><span style=\"font-weight: 400;\"><a href=\"https:\/\/conectas.org\/noticias\/mp-de-bolsonaro-para-empresas-vulnerabiliza-trabalhadores\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>Provisional Executive Order No. 936 to save companies<\/strong><\/span><\/span><\/a> in the crisis at the expense of workers<\/span><span style=\"font-weight: 400;\">. The Order, which enables working hours and salaries to be cut for up to 90 days and employment contracts to be suspended for up to 60 days, is being challenged in the Supreme Court. Conectas appeared as an amicus curiae in the case together with the National Compact for the Eradication of Slave Labor Institute and the Rural Workers Alliance of Minas Gerais.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">We also joined the campaign <\/span><a href=\"https:\/\/www.rendabasica.org.br\/?fbclid=IwAR1MFUrjfvWPXIZwhDp4iRjCcWE8SZjaK0dYaEJ02UdqkelRSXDIrIkUank\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><span style=\"text-decoration: underline; color: #0000ff;\">demanding a basic income<\/span><\/strong><\/a><span style=\"font-weight: 400;\"> of R$600 per month and that is now calling for the extension of the program to include informal workers and self-employed people. At the moment, we continue to support the renewal of this emergency income support.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">On May 25, Rural Workers Day, <\/span><a href=\"https:\/\/www.facebook.com\/conectas\/photos\/pcb.3021951794549786\/3021951447883154\/?type=3&amp;theater\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline; color: #0000ff;\"><strong>we joined a campaign<\/strong><\/span><\/a><span style=\"font-weight: 400;\"> designed to show how this contingent of approximately 4 million people has kept working, during the quarantine, to ensure that food reaches our dinner tables, often under conditions that include working without protective equipment, lack of labor rights and labor exploitation. (Photo: Victor Moriyama\/ISA)<\/p><\/div>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">In early June, the Yanomami and Ye\u2019kwana indigenous peoples launched a campaign calling for the <\/span><span style=\"font-weight: 400;\">r<a href=\"https:\/\/conectas.org\/noticias\/liderancas-yanomami-e-yekwana-lancam-campanha-foragarimpoforacovid\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>emoval of more than 20,000 goldminers<\/strong><\/span><\/span><\/a> from their land<\/span><span style=\"font-weight: 400;\"> given the risk of spreading Covid-19. The campaign includes a petition asking the Legislative authorities &#8211; Lower House Speaker Rodrigo Maia and Senate President Davi Alcolumbre &#8211; and Eduardo Fortunato (president of the environmental\u00a0<\/span><\/span><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">IBAMA), the ministers Fernando Azevedo (Defense) and Andr\u00e9 Mendon\u00e7a (Justice) and the vice president of Brazil, General Hamilton Mour\u00e3o, to free the Yanomami from the pandemic spread by the miners. Conectas and another 80 Brazilian civil society organizations published a <\/span><a href=\"https:\/\/conectas.org\/noticias\/organizacoes-pedem-mecanismos-de-transparencia-e-participacao-no-congresso-durante-pandemia\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">manifesto calling for transparency<\/span><\/strong><\/span><\/a><span style=\"font-weight: 400;\"> and guaranteed social participation in the debates in the National Congress during the Covid-19 pandemic.\u00a0<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">We also defended in the Supreme Court the need to ensure the participation of civil society in the legislative process following the consultation <span style=\"text-decoration: underline;\"><a href=\"https:\/\/conectas.org\/noticias\/no-stf-entidades-rechacam-mudanca-de-rito-na-aprovacao-de-mps\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>to <\/strong><\/span><\/a><\/span><\/span><span style=\"font-weight: 400;\"><span style=\"text-decoration: underline;\"><span style=\"color: #0000ff; text-decoration: underline;\"><strong>change the procedure for approving provisional<\/strong><\/span><\/span> executive orders<\/span><span style=\"font-weight: 400;\"> during the \u2018state of public calamity\u2019 caused by the pandemic. In practice, the changes give the president greater powers to govern and legislate without the participation and control of Congress and civil society.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">The forms of social participation in the sessions of the UN Human Rights Council were also affected by the measures to contain Covid-19. Conectas drafted a list of <\/span><a href=\"https:\/\/conectas.org\/noticias\/sociedade-civil-pede-participacao-remota-em-sessoes-presenciais-da-onu\" target=\"_blank\" rel=\"noopener noreferrer\"><strong><span style=\"text-decoration: underline;\">proposals for the president of the Council<\/span><\/strong><\/a><span style=\"font-weight: 400;\"> that would guarantee forms of participation during the containment period. The document was signed by nearly 20 organizations.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-weight: 400;\">When Bolsonaro issued the Provisional Executive Order that in practice suspended the Freedom of Information Law for the duration of the pandemic, Conectas <\/span><a href=\"https:\/\/politica.estadao.com.br\/blogs\/fausto-macedo\/medida-de-bolsonaro-contra-lei-de-acesso-ataca-um-dos-pilares-da-democracia-diz-ong-de-direitos-humanos\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"color: #0000ff;\"><strong><span style=\"text-decoration: underline;\">spoke out harshly against the order<\/span><\/strong><\/span><\/a><span
