\u201cBrazil\u2019s irresponsible economic and social policies put millions of lives at risk,\u201d warned
\nUN experts this Wednesday, April 29, in a press release that calls for the repeal of
\nConstitutional Amendment 95. In effect since 2016, the amendment limits investments
\nin health and education in the country.<\/p>\n

\u201cThe Covid-19 outbreak has magnified the adverse impacts of a 2016 constitutional
\namendment that capped public expenditure in Brazil for 20 years,\u201d said the
\nIndependent Expert on human rights and foreign debt, Juan Pablo Bohoslavsky, and
\nthe Special Rapporteur on extreme poverty, Philip Alston. \u201cThe effects are now
\ndramatically visible in the current crisis.\u201d<\/p>\n

Last week, Brazilian organizations denounced Constitutional Amendment 95 in<\/a><\/span><\/strong>
\nthe UN<\/span><\/strong>, asking for its immediate repeal. The document drew attention to the risks of
\nhaving a limit on social investments given the crisis faced since the outbreak of Covid-
\n19 in the country.<\/p>\n

For Julia Neiva, coordinator of the Development and Socioenvironmental Rights
\nprogram at Conectas, the recommendation highlights the importance of immediately
\nrepealing the spending cap, in particular for the most economically vulnerable
\npopulations.COVID-19_Brazil_29April2020<\/a><\/p>\n

\u201cIn an unequal society, the impacts of the pandemic are not felt equally \u2013 it is already
\nknown that the poor and black populations are the most affected. It is extremely
\nimportant for the country to review its austerity policies and invest in health and social
\nrights in serious times like these,\u201d she warned.<\/p>\n
