{"id":20435,"date":"2020-03-30T21:38:39","date_gmt":"2020-03-30T21:38:39","guid":{"rendered":"https:\/\/conectas.org\/?post_type=noticia&#038;p=20435"},"modified":"2021-04-05T12:01:55","modified_gmt":"2021-04-05T12:01:55","slug":"conectas-legally-challenges-appointment-of-intelligence-agent-to-coordinate-relations-with-ngos","status":"publish","type":"noticia","link":"https:\/\/conectas.org\/en\/noticias\/conectas-legally-challenges-appointment-of-intelligence-agent-to-coordinate-relations-with-ngos\/","title":"Conectas legally challenges appointment of intelligence agent to coordinate relations with NGOs","content":"<div class=\"tts_content_wrapper_1\" ><p><span style=\"font-weight: 400;\">Conectas Human Rights filed a public civil action last Thursday, March 26, requesting the repeal of the ministerial orders that permitted a secret agent from ABIN (Brazilian Intelligence Agency) to join the government team responsible for relations with non-governmental organizations.\u00a0The lawsuit was filed after <\/span><a href=\"https:\/\/conectas.org\/en\/news\/bolsonaro-government-names-intelligence-agent-to-coordinate-relations-with-ngos\" target=\"_blank\" rel=\"noopener noreferrer\"><b>the announcement of the appointment of an intelligence officer<\/b> <\/a><span style=\"font-weight: 400;\">to occupy the position of coordinator of relations with NGOs by the Presidency of the Republic\u2019s Secretary of Government.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The organization is calling for the suspension of the effects of four ministerial orders from the Presidency of the Republic\u2019s Secretary of Government and the removal of the civil servant so the Executive can appoint another professional to the position who is not associated with the intelligence services.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cCivil society in a democratic country is not and should not be a subject for espionage. Treating society and its forms of organization as enemies, adversaries or as a matter that is sufficiently critical to mobilize the (exceptional) intelligence apparatus demonstrates a clear disconnect with the democratic legal order in effect,\u201d reads the document.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is not the first time that Bolsonaro has sought to control the activities of third sector organizations. In January 2019, the president attempted to <\/span><a href=\"https:\/\/conectas.org\/en\/news\/bolsonaros-measure-to-control-ngos-encroaches-on-freedom-of-association\" target=\"_blank\" rel=\"noopener noreferrer\"><b>monitor the activity of non-governmental organizations through Provisional Executive Order No. 870<\/b><\/a><span style=\"font-weight: 400;\">, which established the basic organization of the bodies of the Presidency of the Republic and the Ministries.
