The NGOs believe that signing the \u201cEscaz\u00fa Agreement\u201d is the first step needed towards including rights to access on environmental issues, on government agendas.<\/p>\n<ul>\n<li><strong><u><a href=\"https:\/\/conectas.org\/wp-content\/uploads\/2018\/11\/Open-Letter-to-Heads-of-State-of-Countries-in-Latin-America-and-the-Caribbean-EN_FINAL.pdf\"
