{"id":12880,"date":"2018-06-27T14:14:13","date_gmt":"2018-06-27T14:14:13","guid":{"rendered":"https:\/\/conectas.org\/?post_type=noticia&#038;p=12880"},"modified":"2021-04-06T15:22:56","modified_gmt":"2021-04-06T15:22:56","slug":"police-operation-mare-rio-de-janeiro","status":"publish","type":"noticia","link":"https:\/\/conectas.org\/en\/noticias\/police-operation-mare-rio-de-janeiro\/","title":"NGOs denounce police operation in Mar\u00e9, Rio de Janeiro, at the UN","content":"<div class=\"tts_content_wrapper_1\" ><p>The operation carried out by the Civil Police and armed forces in the Mar\u00e9 favela in Rio de Janeiro, last week, that led to the deaths of seven people, among them 14-year old schoolboy, Marcos Vin\u00edcius, was the target of a condemnation made this Wednesday 27, at the UN Human Rights Council in Geneva.<\/p>\n<p>In a verbal statement Conectas and Redes da Mar\u00e9 presented details of the operation carried out, with the use of three bulletproof vehicles and a helicopter that fired indiscriminately from the sky. The shots hit streets, houses and a school. As well as killing Marcos Vin\u00edcius, who was on his way home from school, six other youths were killed, according to witnesses. Bodies of three of the victims were thrown from the third floor of a building.<\/p>\n<ul>\n<li><a href=\"https:\/\/conectas.org\/wp-content\/uploads\/2018\/06\/Item-4-General-Debate-Conectas-Direitos-Humanos.pdf\"><strong>Read the full statement<\/strong><\/a><\/li>\n<\/ul>\n<p>\u201cThis disgraceful operation reflects the current process of militarization in Brazil. We are experiencing the increased use of military force in the work of the police. Between 2010 and 2017, forty four presidential decrees authorized the use of the armed forces in public security. Seventeen of these were in Rio de Janeiro, where federal intervention in public security has been in place since February, the nature of which is unconstitutionally military.\u201d The organisations said in the statement.<\/p>\n<p>According to Lidiane Malanquini \u2013 Coordinator of the department of public security and access to justice at Redes da Mar\u00e9, the operation carried out last week is an example of the process of the militarization of public security and violence against those living in the favelas.<\/p>\n<p>\u201cThis process stems from the idea that there is an enemy army in the favelas that must be beaten and that there are no citizens there and that this makes the use of violence justifiable. The absurdity of using bulletproof vehicles, shots fired randomly from a helicopter and the killing of young people is a denial of the fundamental rights of those living in the favelas.\u201d She stated. \u201cEither we rethink the logic behind the war on drugs and current practices of public security or cases like this will continue to be frequent.\u201d She concluded.<\/p>\n<p><a href=\"http:\/\/webtv.un.org\/meetings-events\/human-rights-council\/watch\/item4-general-debate-contd-21st-meeting-38th-regular-session-human-rights-council-\/5803004830001\/\">In response to the Brazilian state<\/a>, the Minister Jo\u00e3o Lucas Quental said that Brazil is appalled by the death of the teenager Marcos Vin\u00edcius and that the city of Rio de Janeiro had declared three days of official mourning.<\/p>\n<p>\u201cInvestigations by the State of Rio de Janeiro Civil Police into his death and the deaths of the other individuals is already underway (&#8230;) a reconstruction has to be put together in order to clarify the conditions and circumstances surrounding the shootout that killed Marcos Vin\u00edcius. Public defenders in Rio de Janeiro are closely monitoring the case.\u201d Quental said.<\/p>\n<p><strong>The UN statement<\/strong><\/p>\n<p>In a\u00a0<a href=\"https:\/\/nacoesunidas.org\/e-urgente-preservar-a-vida-de-adolescentes-no-brasil-afirma-onu\/\">note published<\/a>\u00a0yesterday afternoon, 26, the UN expressed regret for the death of Marcos Vin\u00edcius and criticized the high number of killings of teenagers in Brazil. According to the UN, 31 children and adolescents are killed every day in Brazil, \u201cthe highest number of murders of teenagers in the world\u201d.<\/p>\n<p>\u201cIt is unacceptable that the lives of teenagers, like Marcos Vin\u00edcius da Silva and so many others are ended violently, with serious permanent consequences for other children and teenagers and their families, their communities and
