More than 500 people, the majority young and black, were murdered between May 12-21, in the episode that has become known as the Crimes of May. Most of the victims were killed at close range by death squads \u2013 hooded, heavily armed men in vehicles without license plates.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Indifference, flaws and negligence in the investigations conducted by the Civil and Military police, coupled with the inaction of the S\u00e3o Paulo Public Prosecutor\u2019s Office \u2013 the body responsible for the external oversight of the state\u2019s public security forces \u2013 led to the case being dropped and impunity for nearly all the crimes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The investigations into the deaths were never concluded and, in 2009, Conectas asked the <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/crimes-may-conectas-request-investigations\/?_ga=2.173980582.427038665.1679937614-604593292.1616413891\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Office of the Prosecutor-General to federalize<\/span><\/a><span style=\"font-weight: 400;\"> one of the most symbolic cases of the Crimes of May: the <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/pressure-for-justice\/?_ga=2.173980582.427038665.1679937614-604593292.1616413891\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Parque Bristol shooting<\/span><\/a><span style=\"font-weight: 400;\">. The transfer of the case to the federal level would allow investigations to be reopened and carried out by independent experts from the Federal Prosecutor\u2019s Office and the Federal Police.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Only in May 2016, ten years after the killings, did the then Prosecutor-General Rodrigo Janot <\/span><a href=\"https:\/\/conectas.org\/en\/noticias\/phony-investigations\/?_ga=2.118329356.427038665.1679937614-604593292.1616413891\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">accept the request and present the federalization request to the Superior Court of Justice<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Superior Court of Justice unanimously decided in August 2022 to federalize the investigation into the shooting that occurred in 2006 in the south side of the city of S\u00e3o Paulo. Assisted by neighbors, three of them died at the scene. One of the two survivors was killed six months later just meters from where the original shooting took place. To this day, none of the crimes have been solved by the police. Despite suspicions of police involvement in the shooting, the investigation was shelved due to lack of evidence at the request of the S\u00e3o Paulo Public Prosecutor\u2019s Office. For the past 12 years, hundreds of families have been living with the absence of their murdered relatives and still have no answers about the circumstances of the deaths.\r\n\r\nInvestigations into the massacre were never concluded and in 2009 Conectas requested federalisation of one of the most emblematic cases: the Parque Bristol massacre. Transferral to the Federal court would mean investigations could be reopened and carried out by independent experts. This request was reiterated during the Inter-American Commission on Human Rights hearing in <a href=\"https:\/\/conectas.org\/en\/news\/mothers-may-call-reopening-investigations-2006-crimes-oas\" target=\"_blank\" rel=\"noopener noreferrer\">March this year.<\/a>\r\n\r\nMost of the victims murdered during the Crimes of May were young men living in poor areas on the urban fringes. According to the study \u201c<a href=\"https:\/\/conectas.org\/wp-content\/uploads\/2018\/05\/Relat\u00f3rio-Conectas-Cano.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">An\u00e1lise dos impactos dos ataques do PCC em S\u00e3o Paulo em maio de 2006<\/a>\u201d (Analysis of the effects of the PCC attacks in S\u00e3o Paulo in May 2006), carried out by the researcher Ign\u00e1cio Cano, of the LAV-UERJ (data analysis centre at the State University of Rio de Janeiro) in 2008, at the request of Conectas, each victim was shot an average 4.8 times, the majority in life-threatening parts of the body, such as the torso and head.\r\n\r\nFor those ten days in May 2006, the number of murders was approximately four times greater than expected for the whole period, compared to the previous year. In those same ten days, 59 police officers were killed and 13 were wounded. According to the government, the civilian deaths were linked to confrontations between the police and those suspected of being members of the PCC. Data shows that 94% of the victims, the equivalent of 475 people, had no criminal record whatsoever.\r\n\r\nIn response mothers and family members formed the M\u00e3es de Maio movement (May Mothers), with the objective of fighting for truth, memory and justice for victims of state violence. The group was started by four women: D\u00e9bora Maria da Silva, Ednalva Santos, Vera de Freitas and Vera L\u00facia Gonzaga dos Santos, who died in May 2018.\r\n\r\nThe stories that unite these women are a testimony to the brutality of the murders of over 500 people, twelve years ago. The article \u201c<a href=\"https:\/\/conectas.org\/wp-content\/uploads\/2018\/05\/Viol\u00eancia-de-Estado-no-Brasil.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Viol\u00eancia de Estado no Brasil: uma an\u00e1lise dos Crimes de Maio de 2006<\/a>\u201d (State Violence in Brazil: analysis of the Crimes of May of 2006) published by Unifesp last week, on 14\/05, presents an analysis of the reports produced following exhumation of the bodies of those killed by firearms between 12 and 20 May in 2006. This diagnosis was carried out by the Special Commission for the Public Security Crisis in the State of S\u00e3o Paulo, created to investigate the crimes and shows that the majority of the shots fired were at close range to life-threatening parts of the body, such as the torso and head and were mostly from a high position to a lower one.\r\n\r\nThese characteristics, substantiated in the examination of 124 reports, present strong indications of execution style deaths. According to the Commission\u2019s report, in situations of confrontation there would be a greater spread of bullet holes, with upper and lower limbs also being affected. However, most of the cases were recorded as \u201cresistance followed by death\u201d, a category used by police officers to describe the deaths of suspects who confront them. Families and independent studies show that there was a systematic attempt to criminalise innocent people during those ten days.\r\n\r\n<strong>Parque Bristol<\/strong>\r\n\r\nOn 14 May 2006, the youths Edivaldo, Eduardo, Israel, Fernando and F\u00e1bio, aged between 21 and 25 years old were shot on a doorstep in the neighbourhood of Parque Bristol, located in the southernmost part of the city of Sao Paulo. The investigation into the case was filed by the Sao Paulo Public Prosecution office in 2008.\r\n\r\nThe State of S\u00e3o Paulo Public Prosecution Office\u2019s omission was notable with regards to both the investigation and controls in the policy enquiry into the Parque Bristol case. This body is responsible for cross-referencing information about deaths occurring in the same period in order to identify similarities that point to the involvement of police officers in the murders, however the Sao Paulo military police did not carry out this check. In addition, the military police did not monitor due diligence in the case, leaving a gap in the investigation that jeopardized the accountability of those responsible for the crimes.\r\n\r\nIn the following year, 2009, Conectas asked the Attorney General of the Republic to request the relocation of these investigations to the Federal courts, so they could be carried out by the Federal Public Prosecution and the Federal Police. It was not until May 2016 that the Attorney General of the Republic heeded the request made by Conectas and presented the request for federalisation to the High Court. The Brazilian government should explain why it is incapable of providing answers on the perpetrators of the crimes.\r\n\r\n&nbsp;\r\n<p style=\"text-align: center;\"><img class=\"alignnone wp-image-20963 size-full\" src=\"https:\/\/conectas.org\/wp-content\/uploads\/2020\/05\/WhatsApp-Image-2020-05-15-at-12.20.42.jpeg\" alt=\"\" width=\"833\" height=\"1280\" \/><\/p>\r\n&nbsp;\r\n\r\n<strong>Indifference and inaction<\/strong>\r\n\r\nOne of the main studies published on the Crimes of May, \u201c<a href=\"http:\/\/hrp.law.harvard.edu\/wp-content\/uploads\/2011\/05\/full-with-cover.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline; color: #0000ff;\">S\u00e3o Paulo under Extortion (2011)<\/span><\/a>\u201d, conducted by the International Human Rights Clinic at Harvard Law School and by <a href=\"http:\/\/www.global.org.br\/\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline; color: #0000ff;\">Justi\u00e7a Global<\/span><\/a>, found that the Civil Police Homicide Department solved, in full or in part, 85.7% (12 out of 14) of the cases involving attacks agains government agents that occurred between 12-21 May 2006. However,<strong><span style=\"color: #000000;\"> only 12.9% (4 of 31) of the crimes involving civilians<\/span><\/strong> in suspected attacks by death squads were properly investigated.\r\n\r\nOf the hundreds of murders that occurred between these dates, <strong>only two cases led to the conviction of military police officers<\/strong>, one of whom gave himself up voluntarily.\r\n\r\nInformation gathered over the years indicates that <strong>basic procedures stopped being followed<\/strong> over the course of the investigations, such as hearing the eyewitnesses mentioned in the police reports and connecting the murders.\r\n\r\nIn addition, according to reports, military police officers in various cases<strong> failed to preserve the crime scenes<\/strong>, a key factor in enabling adequate forensic investigations. A number of witnesses have also reported that before the forensic teams turned up, the police officers removed the cartridges from the streets to dispose of them.\r\n\r\nNew research conducted by CAAF\/Unifesp (Forensic Archeology and Anthropology Center of the Federal University of S\u00e3o Paulo), entitled \u201c<a href=\"https:\/\/conectas.org\/wp-content\/uploads\/2018\/05\/Relatorio_final-1-1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\"><span style=\"text-decoration: underline; color: #0000ff;\">State Violence in Brazil: an analysis of the Crimes of May 2006<\/span><\/a>\u201d, presents an analysis of the autopsy reports of the people killed by firearms between 12-21 May 2006.
