{"id":33978,"date":"2021-10-07T18:24:34","date_gmt":"2021-10-07T18:24:34","guid":{"rendered":"https:\/\/conectas.org\/?post_type=litigiopt&#038;p=33978"},"modified":"2021-11-08T14:26:14","modified_gmt":"2021-11-08T14:26:14","slug":"climate-backpedal-maneuver-to-reduce-emissions-target","status":"publish","type":"litigiopt","link":"https:\/\/conectas.org\/en\/litigiopt\/climate-backpedal-maneuver-to-reduce-emissions-target\/","title":{"rendered":"Climate Backpedal: maneuver to reduce emissions target"},"content":{"rendered":"<div class=\"tts_content_wrapper_1\" ><p><span style=\"font-weight: 400;\">The changes in the targets for reducing the emission of greenhouse gases assumed by Brazil at COP 21 are being challenged in the federal courts by a citizen\u2019s lawsuit filed by young Brazilian activists.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In 2015, in the run-up to the signing of the Paris Agreement at COP 21, Brazil agreed to reduce its emissions by 37% by 2025 from 2005 levels. The country\u2019s target for 2030 was even greater: a 43% reduction. As a result, the country would cut 1.3 billion tons of carbon dioxide equivalent (CO2e) by 2025 and 1.2 billion tons by 2030.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In December 2020, however, the Brazilian government changed the method for calculating the numbers. As a result of this change in Brazil\u2019s NDC (Nationally Determined Contribution) target, the country has kept the reduction figure for 2030 but could raise its net emissions to 1.76 billion tons in 2025 and 1.6 billion tons in 2030, a maneuver known as a \u201cClimate Backpedal\u201d.&nbsp;It is a carbon accounting trick that will allow Brazil to increase its greenhouse gas emissions by 400 million tons in 2030 compared to what had been previously estimated.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Conectas, together with Climate Observatory, ISA, Alana and WWF Brasil, filed a request for amicus curiae status in the case. According to the organizations, these changes, in practice, allow the country to increase its emissions and not reduce them, conflicting not only with the commitments previously made, but also with the historical leadership of Brazil on the subject.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This \u201cupdate\u201d of the NDC could influence national policies to convert land use and combat deforestation and, therefore, intensify climate change, generating impacts in economic, social and health areas.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The case calls on the federal courts to order the suspension of Brazil\u2019s updated NDC, dated December 9, 2020, and the presentation of a new target that observes the progressive principle of the Paris Agreement. Moreover, there is a demand for decision-making on this issue to be participatory and include representatives of civil society. In that year, the program had a budget of R$8 million available for the development of research and projects.
