Protests in Venezuela
We, the undersigned organizations, members of the Coalition of Organizations for Human Rights in the Americas, express our condemnation of the acts of violence that have occurred in the Bolivarian Republic of Venezuela in recent weeks, resulting in the death of at least eight people.
In view of this situation, the Venezuelan State must conduct the necessary investigations, which need to be independent, impartial and effective, to shed light on these acts of violence, regardless of whether they were perpetrated by protesters, armed civilians or resulted from the excessive use of force by the Venezuelan police or military. It is important to point out that State security bodies must respond to disruptions of public order with means and methods that are respectful of human rights. The use of lethal force and firearms by agents of the State should be exceptional and limited by the principles of proportionality, necessity and humanity.
The State must protect the advocacy work, reporting and campaigning of human rights defenders. As such, we want to express our concern over the threats made against human rights defenders that have come to light in recent weeks.
It is essential, in virtue of the rules of international law and of constitutional law prevailing in the country, for the Venezuelan State to guarantee the right to life, personal integrity, personal freedom, peaceful demonstration, access to information, freedom of expression and for any attempt to maintain public order to be made with full respect for human rights.
